Pity poor Lebanon. Earlier this month, the murderous regime of Syrian President Bashar al-Assad imposed a government in Beirut dominated by the terrorist group, Hezbollah -- which, as it happens, we were reminded just this morning, likely carried out the assassination of former Lebanese Prime Minister Rafiq Hariri in 2005. Before our very eyes, the Lebanon of not-so-distant memory -- pluralist, free-wheeling, open to the West and the values of liberalism -- is being snuffed out by U.S. enemies. And by all appearances, no one can really be bothered, including, sadly enough, the Obama administration.
Six months ago, the pro-Western Saad Hariri (Rafiq's son) walked into an Oval Office meeting with President Obama as Lebanon's prime minister. He walked out a mere caretaker. Syria and Hezbollah chose precisely that moment to collapse his government. The immediate cause was Hariri's refusal to comply with the demand that he terminate his government's support for the Special Tribunal for Lebanon (STL) -- whose first indictments, handed down today, finger Hezbollah for carrying out the horrific bombing that killed his legendary father.
But the gambit to take down Saad was also widely understood to have a more strategic purpose, a humiliating slap at Obama and the United States. The message could not have been clearer: Such will be the fate of the United States' friends who dare defy the ascendant Iranian-Syrian-Hezbollah axis. Obama, and Washington, can do nothing to protect you.

This week, Lebanon served up a reminder for the United States and the partisans of the Arab uprisings: don't count your democracies before they've hatched. Having thrown off the yoke of Syrian occupation in 2005 after the assassination of former Prime Minister Rafiq Hariri, Lebanon once again finds itself under the control of Iran and Syria. Allies of these two countries, including Hezbollah, control the majority of the posts in the new Lebanese cabinet announced on Monday.
This development is a blow to freedom and sovereignty in Lebanon, and a setback for U.S. interests in the region. It holds, however, two lessons which, if taken to heart, can help Arab democrats and U.S. policymakers successfully entrench democracy in places like Egypt and Tunisia.
The first of these lessons is that extremists are capable of exploiting democratic institutions to undermine democracy itself. Lebanon's Cedar Revolution and the departure of Syrian forces were negative developments for Hezbollah and Lebanese allies of Damascus. Their patrons had departed or faded into the shadows, many of their compatriots were jailed for crimes committed under Syrian rule, and their longtime foes were politically ascendant.
But rather than hang their heads, Hezbollah and its allies changed tactics. Hezbollah had three powerful advantages. First, it enjoyed a not-insignificant degree of popularity amongst Lebanon's Shia community. It bolstered this popularity by erecting a patronage network fueled by Iranian financial support, and using intimidation and violence to silence Shia rivals. Second, Lebanon's explicitly sectarian political system allotted to the Shia -- and thus to Hezbollah or its proxies, given its domination of the Shia political landscape -- a sizable role in the country's political institutions. Thirdly and most importantly, unlike other Lebanese militias, it had not disarmed following the Lebanese civil war, but instead used the pretext of "resistance" against Israel (despite Israeli forces' withdrawal from Lebanon) not only to retain its weapons, but to build an arsenal surpassing that of many national armies. Hezbollah also erected a formidable command and control and logistical network, putting airports, telecommunications, and other infrastructure at its disposal.

A word about Lebanon. Given everything else happening in the Middle East, it's easy to lose track of that country's plight. The last time most Americans tuned in back in January, Hezbollah -- backed by Syria and Iran -- had successfully engineered a bloodless coup, using threats of violence and intimidation to collapse the democratically-elected government of Saad Hariri and nominate its own candidate for prime minister. The fact that they chose to do so at precisely the moment that the pro-Western Hariri was being hosted in the Oval Office by President Obama only underscored the extent to which the maneuver was not simply an assault on Lebanon's democracy and independence, but a calculated effort to undermine U.S. interests and power in the Levant. For many, it looked to be the final nail in the coffin of Lebanon's Cedar Revolution, the popular uprising in 2005 that ended three decades of Syrian military occupation and brought Hariri's March 14th coalition to power. Lebanon, it appeared, had truly gone dark.
But not so fast. Bloodied and bruised, March 14th is not yet cowed. In mid-February, on the sixth anniversary of the bombing that killed his legendary father, Hariri strongly denounced Hezbollah's coup and declared that March 14th would re-constitute itself as a full-fledged opposition to the Iranian/Syrian/Hezbollah project in Lebanon. He vowed to fight their effort to derail the international tribunal investigating his father's murder, which is widely expected to unveil indictments in the near future fingering Hezbollah's central role in the conspiracy. Even more daringly, Hariri recently doubled down when he announced that the disarmament of Hezbollah would be resurrected as the centerpiece of March 14th's political program to save Lebanon's democracy, sovereignty, and independence. True to his word, March 14th yesterday released "Independence 2011," a new political manifesto aimed at securing Lebanon's freedom by bringing Hezbollah's arms under state control and bringing Hariri-père's killers to justice.

The State of the Union speech was almost completely about domestic policy. By my count, roughly 1/7th of the address (about 1000 words in a 7000 word speech) was devoted to foreign policy and national security, the bailiwick of this blog. Perhaps this proportion reflects the mood of the country, or the medium of the platform, or the mode of this administration. However, it is a noteworthy proportion for a president who mentioned national security in his inaugural address before raising any domestic policy issue -- and did so rather dramatically with the words, "Our nation is at war.…"
Last night, President Obama did mention the war, or rather the wars. He described the Iraq war as "coming to an end" and, while he did claim that our troops were leaving "with their heads held high," that was about as far as he was willing to go in terms of claiming success or failure. It was a far cry from the triumphalist rhetoric of Vice President Biden, by comparison. Obama mentioned a "lasting partnership with the Iraqi people," but he placed that squarely with "our civilians," thus avoiding mention of the critical role the U.S. military will play over the next decade in helping train and maintain Iraqi security forces.
Obama's mention of the broader war on terror was brief but otherwise Bushian, combining the kinetic ("we have taken the fight to al Qaeda and their allies") with the police work ("Thanks to our intelligence and law enforcement professionals…") with the war of ideas ("…the conviction that American Muslims are a part of our family.") Left unaddressed is the ongoing controversy over the Obama administration's embrace of the lion's share of the Bush war on terror policies circa 2007.
There were a few optimistic notes about Afghanistan and Pakistan that were doubtless discordant in the ears of the growing number of Americans, especially within the chattering class and most especially among the president's political base, who believe that the mission there is doomed. The confusion over the long-range strategy for Afghanistan was left unaddressed -- the briefest possible mention to the infamous July 2011 deadline and no mention whatsoever of U.S. commitments during the critical period from July 2011 to 2014. I suspect that one year from now domestic politics will demand that the 2012 State of the Union address spend a bit more time elaborating on all of this.
The rest of the foreign-policy references were noteworthy for their focus on the past rather than the present or future. For the most part, they were a series of pats on the back for things done -- New START passed, new Iranian sanctions imposed, new NATO strategic document unveiled, and so on -- rather than a bold vision for how to address the challenges that remain.
President Obama did address the foreign-policy topic of the hour, the popular unrest in the Arab world, but with only the blandest of references to Tunisia and no mention whatsoever of the far more ominous rumblings in Egypt and Lebanon. My objection is not with what the president said ("The United States of America stands with the people of Tunisia, and supports the democratic aspirations of all people") but with what the president did not say, as in "What this means for Egypt is.…," or "So in Lebanon we must.…" Undoubtedly, the president's advisors decided that given the delicacy of rapidly fluid environment, the less said the better.
From my parochial point of view, the president's best national security-related reference was his call to open up all U.S. campuses to military recruiters and to ROTC. This is an issue that has true bipartisan support and is long overdue. It is also an issue on which President Obama has unique influence, given that the target audience -- university administrators -- is likely one of the more ardent factions in the president's political base.
Otherwise, the speech offered little grist for a foreign-policy mill. It was not much of a harbinger of how the president and his team will handle the myriad foreign-policy challenges they face. Yet I am confident that President Obama will spend far more than 1/7th of the remainder of his current term on foreign policy, so Shadow Government folks will have plenty to address in the coming months even if there was not much for us last night.

Howard Berman has a well-deserved reputation as a serious student of foreign policy who does not precipitously wield the legislative hammer to get his way. So his decision to put a hold on $100 million slated for support of the Lebanese Armed Forces (LAF), based on his long-standing concerns about the LAF's ties to Hezbollah, have to be taken seriously. Berman argues that the more than $700 million that the United States has poured into the LAF has not prevented the Lebanese military from increasingly coming under the sway of Hezbollah. Moreover, the August 3rd firefight between Lebanese and Israeli forces, which left an Israeli officer dead and another Israeli soldier wounded -- apparently shot by sniper -- as well as two Lebanese dead, and for which even the United Nations took Israel's side, itself an unusual development, has reinforced Berman's case.
That said, there is little to be gained and much to be lost if Congress puts a permanent freeze on aid to the LAF. The ongoing deployment of the Lebanese Armed Forces to the southern part of the country does restrict Hezbollah's freedom of movement and holds out at least some hope for a more stable border with Israel. In fact, in July the LAF announced the deployment of another brigade to the south. The more LAF troops deploy to the south, the more difficult it will be for Hezbollah to strike Israeli targets since Israel has made it clear that it would hold the Lebanese government, and therefore the LAF, responsible for Hezbollah activity along the border. In such circumstances, Hezbollah attacks could hardly be seen as supportive of Lebanese interests, which Sheikh Nasrallah and his claque constantly claim they are.
On the other hand, freezing aid will only strengthen Hezbollah's hand vis-à-vis the LAF, and probably enable it to accelerate its recruitment of LAF soldiers to its cause. A far better approach would be to condition American military assistance on the presence of U.S. monitors on the ground in Lebanon, including the south, to ensure that such aid goes only to the LAF and does not bleed off to Hezbollah. Washington should also insist that the LAF refuse to cooperate with Hezbollah under any circumstances. Any evidence of such cooperation would result in an immediate cutoff of U.S. aid, something the LAF, and the Hariri government, can ill afford.
In the absence of such assistance, a Hezbollah that perceives itself relatively stronger than the LAF would be more likely to launch a rocket attack against Israel. In response, and unlike the July-August 2006 war, the Israelis will be far less reluctant to exert the maximum punishment not only on Hezbollah, but on Lebanon generally. It is a prospect that no one, apart from Hezbollah and its Syrian and Iranian patrons, relishes -- not Beirut, not Jerusalem, not Washington. Better that a strong LAF, closely monitored by the United States, renders that prospect far less likely.
